MANILA, Philippines — The Kilusang Bayan Kontra Kurakot (KBKK) announced on Wednesday that nationwide protests will be held on November 30 at Luneta, EDSA, and other major locations, calling for more decisive government action and transparency in the investigation of the flood control project scandal.
The group credited sustained public pressure since the September 21 anti-corruption rallies for keeping the issue in the national spotlight.
“The next big one will be on November 30… We are calling for a comprehensive, independent, and publicized investigation into the flood control anomalies,” the KBKK said in a statement.
The protesters demand that all implicated parties — from DPWH, DBM, and ICI officials, to contractors, district engineers, lawmakers, and other high-ranking officials — undergo a swift, transparent probe.
The group also stressed that resignation alone is insufficient. Criminal and civil cases should be filed, and those responsible should return misused funds. KBKK called for structural reforms, including:

Abolition of the pork barrel in all its forms

Ban on lump sum and illegal budget insertions

Real-time public disclosure of projects and contracts

Stronger citizen participation in budgeting and project oversight
The Philippine National Police (PNP) said it is maintaining full alert status in preparation for the protests.
“Everyone involved — from officials to lawmakers — should face a thorough investigation. No one should be protected,” the KBKK said.
